Sift the flour, baking powder, fennel, anise, salt, and bakers ammonia together.
Add the softened ghee and oil together and mix well until crumbly.
Add the powdered sugar, water, and vanilla into a bowl and mix well until powdered sugar is dissolved.
Add the mixture to the dry ingredients and mix well until dough forms.
Cover and let it rest for 20 minutes.
Once done, cut into 15 pieces and shape.
Mix the toasted sesame seeds with syrup or honey together.
Dip the cookies in the mixture as much or as little as you like.
Place the cookies on a lined baking sheet and bake at 350℉ for 20 to 24 minutes, or until the bottom is golden.
Let them rest for 10 minutes before touching.
